|Africa's development efforts, including the implementation of the First Ten Year Plan (2014–2023) of Agenda 2063 and the Sustainable Development Goals, continue to be hobbled by severe capacity deficits often in the form of shortage of critical skills, lack of leadership capacity, inhibiting mindsets, and weak institutions. In implementing the third year of its 2017–2021 Strategy, ACBF's focus in 2019 was on consolidating the Foundation's footprint in Africa through the provision of capacity development services relevant to country, regional, and continental development priorities.
