This policy brief identifies six priority areas for capacity development: human capital development, good governance, finance and resource mobilization, infrastructure development, trade and regional integration, environment and climate change. It provides recommendations for enhancing capacity in each area and suggests ways to leverage existing opportunities and partnerships.
