AbstractThe Zambia Institute for Policy Analysis and Research (ZIPAR) launched a flagship project on employment – More and Better Jobs – in June 2015. At that point, with the Zambian economy having experienced impressive growth rates over a long period of time, the central question was how to ensure job rich growth.1 Soon after the project’s launch however, the Zambian economy took a turn for the worse. The economic context has deteriorated substantially. The Ministry of Finance has revised down their projected growth rates for 2015 to 3.6% for the first time since 1998.2 This slowdown has been driven by some well-documented factors, some from outside Zambia (for example, falling copper prices, falling Chinese demand, and a weakening Kwacha) and also some ‘internal’ factors (load shedding being the most important).
