AbstractSomalia’s state public finances in the 15 years through 1990, and before the onset of the conflict and state collapse, was in dismal shape and was not sufficiently functional to deliver public services to the over whelming majority of the population. Back then, the Government budget mainly consisted of defense and internal security expenditures. Only a small portion of the budget was committed for social and development needs, such as health care, education and maintenance of existing assets.
