Using the Women’s Empowerment in Agriculture Index (WEAI), the study evaluates empowerment across five domains: production, resources, income, leadership, and time. It combines baseline (2015) and follow‑up (2017) survey data with qualitative analysis. Key findings include: Social protection improves women’s financial capacity and participation in decision-making. However, gender empowerment is not an explicit objective of many programmes. Cultural, religious, and legal factors continue to constrain women’s empowerment. Women experience improvements in economic roles but limited gains in leadership and control over resources.
